Abstract

Flooding has long ranked among the most damaging environmental hazards in Nigeria, and Southeastern Nigeria has proven especially vulnerable. The combination of a high-rainfall tropical climate, rapidly expanding cities, and chronically underfunded infrastructure has left communities in Anambra, Abia, Imo, Ebonyi, and Enugu exposed to recurrent inundation with limited means of recovery. This paper examines how resilient community design might reduce that exposure. Working through a critical thematic review structured around a purposively selected set of thirty-two peer-reviewed studies and institutional reports, largely published between 2011 and 2026 and identified through structured searches of Google Scholar and the open web, it identifies climate change, uncontrolled urbanisation, floodplain encroachment, weak planning enforcement, and degraded ecological systems as the dominant drivers of flood risk across the region. The review finds that climate-responsive architecture, green infrastructure, participatory planning, and institutional reform are the approaches most consistently supported by the evidence as pathways toward flood resilience. Critically, that evidence points in one direction: technical engineering solutions alone will not suffice. Flood resilience in Southeastern Nigeria is as much a governance and social equity problem as it is a problem of drainage design. The paper concludes by recommending integrated, community-centred adaptation frameworks that embed ecological restoration and strengthened planning governance within a broader vision of sustainable urban development for the region.
